This commit doesn't yet enforce the new requirement since previous version will continue to work for a short while.

The compatibility table in https://github.com/shaarli/Shaarli/blob/master/doc/md/Server-configuration.md#php should be updated to mention that 7.1, 7.2, 7.3 are supported until 0.12.2.
