1. Install DirectX 9 Runtime from MS on Windows 11 it is not included:

2. Download Silent Hill 3 ISO from Myabandonware,mount and install:

3. Download all files in this repository
4. Extract and copy/paste into the C:\Program Files(x86)\KONAMI\Silent Hill 3

• Overwrite if necessary 5.To fix the sound launch the fixwavs.bat file to fix sound
