Add WriteTimeout to the Serial connection so application does not appear to hang. Trap exception and handle it gracefully.

Adding Some Configuration
b6ff29f 
Added a configuration file (CartridgeWriter.exe.config) with the ability
to set BaudRate and SerialInitializationWait values.  Fixes Issue #7 and
starts implementation of Issue #8.  Thanks to Kulitorum for finding this
issue.
