Initial Release

This is the initial release of ChiRP. Users can expect a stable public API. Additional changes to API are anticipated to be backwards compatible:

• Providing additional optional parameters to user-accessible functions.
• More efficient MCMC implementations under the hood.
• Additional functions may be added to the package.
