Description

What is the purpose of this pull request?

This RFC proposes to add a routine to perform one of the matrix-vector operations y = alpha*A*x + beta*y or y = alpha*A**T*x + beta*y with kl as sub-diagonals and ku as super-diagonals as defined in BLAS Level 2 routines. Specifically adding @stdlib/blas/base/sgbmv is proposed.

This PR will need to be updated to support separate dimension strides in the ndarray method for the input matrix A.
