Need all tests to re-run after commit

This action works nicely for the most part, but I'm running into a problem:

After a new commit is made by the action with changed data, I'm expecting the CI runs of the original commit to be cancelled and all CI runs repeated on the new commit.

But that's not happening.
Instead, the original commit's CI keeps running, and no CI is repeated on the new commit. So I can't be sure whether the data was correctly changed.

Any idea how to trigger a complete CI run on the second commit?
