When coordinator receives a timeout on
AddFollower()operation, the subsequent retries might fails, because the follower could have be added by the leader.This leaves the coordinator to keep retrying the
AddFollower()(andNewTerm()) indefinitely.If the same follower is already added by leader, it's safe to stop retrying.
