update ESLint plugin version in create-svelte template

This updates the templates to the new version of the ESLint plugin, which supports a new (now-preferred) syntax for lazily loading the TS compiler.

This also makes updates to pnpm-lock.yaml that pnpm wanted to make. I'm not sure what these are related to.
