Add external classpath to jetty webapp in docker image to support custom templates #8820

In order to have swagger-generator-v3 docker image support custom templates, an external classpath directory /jetty_home/lib/ext (typically mapped via docker volume) must be configured in jetty webapp.

Custom generator jars can be dropped in such dir and they will get picked up in webapp classpath.
