Update to API version 2

Add better signature for routine strip-comment
Deprecate old signature for routine strip-comment
Make strip-comment more robust by handling multi-character comment characters
Improve tests, test for tabs in input strings (added in v2.0.1)
Note version 2.0.0 was not released to CPAN
