This PR is an example of upgrading tflint-plugin-sdk for ruleset plugin.

This brings the following changes:

Added support for JSON configuration syntax
Change tflint.RuleSet to tflint.BuiltinRuleSet
Updated protocol version. This means all plugins will need to be rebuilt with the new SDK

For details, see the CHANGELOG of tflint-plugin-sdk.
