Summary

The original description was to create a new endpoint, but after discussions it was decided the updating the existing endpoint would be better. So this task is updating the ghc /uploads endpoint to be able to handle ppm uploads.

How to test

Download the weight receipt from this url to be used in testing: https://www.ustranscom.mil/dp3/weightestimator.cfm

1. Access the office application
2. Login as a SC
3. Pull up the ghc swagger page (http://officelocal:3000/swagger-ui/ghc.html)
4. Navigate to /upload and select try it out
5. Put in a document ID (retrieved from documents table in db)
6. Select no for weight receipt
7. Upload a pdf and validate that the upload is successful
8. Now select yes for weight receipt
9. Upload the Weight receipt downloaded and unzipped from the link above
10. Verify the SC can upload a weight receipt
