Implemented the whole dependencies module.

Implemented functions:

Dependencies_SetEnabled

Dependencies_LiveObject_CallbackCheck_FUN_0040ae70
Dependencies_Object_GetRequirements
Dependencies_Object_Unlock
Dependencies_Prepare_Unk
Dependencies_Object_IsLevelFlag4
Dependencies_Object_AddLevelFlag_100
Dependencies_Object_GetLevelFlag_100

Also changed the signature of the Dependencies_LiveObject_CallbackCheck_FUN_0040ae70 to take a DependencyRequirement* instead of LegoObject*.
