Description
These changes update the content for the Allocation Tab's user manual entry.
Motivation and Context
With the updates to the user manual build process in #1744, it became apparent that there is not a page in the user manual for the Allocations Tab. That original PR copied content from the Compliance Tab page to test the build process, however the content is not applicable to the actual Allocations Tab.
