Fixes #462
We have multiple sytlesheets that are blank and not being used. This PR removes the ones that aren't being used, and gathers the two that are into a folder named "partials", renaming them with an _ in front of the title. This is a general clean-up and prepartion for refactoring the scss to be handled through jsbundling-rails
