Adds `ICU_TIMEZONE_FILES_DIR_PREFIX_ENV_VAR`, similar to `ICU_DATA_DIR_PREFIX_ENV_VAR`, that specifies an environment variable to retrieve and prepend to the ICU time zone data file path.
