This PR pushed forward with progress on the CONTRIBUTING.md document.

xref: flesh out contributing guidelines #48
based on:
- clustergram/CONTRIBUTING.md
- contributing-gen
This is not meant to be the final product, but a much more developed draft (perhaps near a final product?
Will need name update following resolution of brainstorm package name #64 +++ link updating
Will need link updating for docs if we do a RTD site -- formal API documentation #5
