Alternative to #1995.

Description

"Brings back" the storage vector implementation from the old ink! 3.0 days. This is mostly an adapted copy-pasta.

The same integration test is provided as in #1995. The --release build of this integration test yields Wasm code of 7.1KB, where as the --release build of #1995 yields 4.4KB.
