This PR adds support for PHP and migrates the PHP extension installation to use mlocati/php-extension-installer
It also uses a fork of Imagick that has the necessary components for PHP8.3 and PHP8.4 support in-place. This is not intended as a long-term solution, but the workarounds are better managed in a local repo than in the Dockerfile.
