chore: bump send and @vaadin/vaadin-component-dev-dependencies

Removes [send](https://github.com/pillarjs/send). It's no longer used after updating ancestor dependency @vaadin/vaadin-component-dev-dependencies. These dependencies need to be updated together.


Removes `send`

Updates `@vaadin/vaadin-component-dev-dependencies` from 3.2.0 to 4.9.2
