chore: update node, deps, fix build and publish action, add docker support

Same as vechain/insight-app#38

• Update node version to 16.20.0;
• use yarn as package manager;
• update dependencies to fix broken build;
• add docker + compose config;
• fix broken publish-to-gh-pages action;
• add push-docker-image to automatically push image to ghcr;
