feat(next-core): support parsing matcher config object

• closes Unable to parse config export in source file #63896

PR implements parsing JSValue for the matcher config if given item is an object. We had those types already declared in place but somehow parsing ignores it.

@timneutkens We actually have tests test/e2e/middleware-custom-matchers/... It was already passing somehow though. Peeking at logic rust side parsing is only being used to generate manifest, maybe there are other paths in runtime next.js takes care of those configs?
