Bump webpack to 5.98.0 #75847

Upgrade webpack to 5.98.0.

Webpack 5.97.0 added reference type support for wasm, which is required for all recent rust releases.

Fixes #74265
Fixes #75807

There is a bug with webpack 5.97.1, and it needs to be patched first: webpack/webpack#19209

Changes in location are irrelevant until we get these lines sourcemapped

Location in unsourcemapped stackframes doesn't matter so this is fine if it changes occasionally. The right fix will be to sourcemap these stacks.
