This PR is to update Makefile to support building multi-arch images including operator and vlogger:

  • Set TARGET_ARCH according to the detected architecture
  • Call docker-build-crossplatform-operator if TARGET_ARCH is set to multi-arch, such as linux/amd64,linux/arm64
  • Added docker-build-crossplatform-vlogger
