New vim-tutor-mode tutorials are missing

Steps to reproduce

1. Perform a typical installation
2. Check the folder vim91\tutor
3. Folders en, it, ru and sr are missing

Expected behaviour

Missing folders contain the new version of the tutor and several translations.
They exist in the runtime/tutor of the source code archive.

Environment

Windows version: Windows 10 Enterprise Version 22H2 (OS version 19045.5854)
Installer package: 32-bit self-installer
