VF Blocks: Tabs - Figma updates, documentation update, responsive solution

• From the review done for the vf-block components, it was observed that the vf-tabs: nested variant is not in the figma library. Add this component to the component library in figma.

• The current documentation for the vf-tabs component does not provide guidelines on when the component should or should not be used. Reference gov.uk’s tab components for more insight on when to use/not use and add details to the documentation of this component to address this gap.

• The current vf-tabs stack the list of links when viewed on mobile devices, this occupies more vertical space than required for a navigation component on mobile devices. The task is to design the responsive solution of this component
