Bug description
When creating a management-cluster through the kickstart-UI, context-scoped plugins not getting installed automatically.

Hence, my tanzu cluster create command failed complaining about the unknown "cluster" command under "tanzu" CLI. Later, when I manually ran tanzu plugin sync command, I got those missing plugins added in my tanzu CLI setup.
