Section in question: https://w3c.github.io/uievents/#changes-from-earlier-versions

This section feels like a throwback to when we would take spec snapshots and want to know the changes between these major releases.

This section hasn't been updated anytime recently and doesn't make sense with a Continuous Release process.

I don't see anything of value in this section that we would want to migrate elsewhere.
