Proposed updates to the WCAG2ICT work statement (#942)

* Proposed updates to the WCAG2ICT work statement

This is to update the work statement for phase 2 work remaining.

* add "and"

* Add paragraph markup on note

* Fix up markdown

* In Phase 1, added link to published Note

* Incorporate changes discussed in the 21 November meeting

* Update work-statement.md

* Fix misspelling

* Update several sections to consistently reflect the Phase 2 work

Also incorporated Mitch's two comments from the PR

* Update pages/about/groups/task-forces/wcag2ict/work-statement.md

* Clarify some of the content I added

* More clarification of the content in the status and overview sections

* Add missing "to"

To resolve @remibetin comment above - update other deliverables link to point to current AG WG charter.

* Fix link to old charter to point to current one.

* Fix pointer to issues addressed. WCAG2ICT label no longer exists

* updated WAI Coordination CG -> Call in work-statement.md

* Approval was this year

* Updated to point to WCAG 2.2 conformance though it is the same in all versions
