WINDUPRULE-933 curate Weblogic and Websphere to EAP rules #920

Many of the WebLogic and WebSphere to EAP rules are duplicated under the target of eap6 and eap7.
The rulesets that only existed in eap6 have been moved under eap7.
The rulesets that were in eap6, and also in eap7, have moved to the archived folder.
The end result is that under eap7 there is now the superset of rules that were originally under eap6 and eap7.
The rulesets moved under eap7 are:
weblogic-catchall
weblogic-ejb
weblogic-ignore-references
websphere-catchall
websphere-ignore-references
When running tests against the ignore-references rulesets the issue report will be empty.
