Support Zip64 format extension for file sizes above 4GB and new options to vbzip.exe utility

  -mcu        use UTF-8 for archive filenames
  -mcl        use local codepage for archive filenames
  -mcp CPAGE  codepage for archive filenames [default: 437]
  -mzip64     always use Zip64 extension
