These are the bug fixes (that I know of) that were merged since 4.0.4 and weren't 4.1-only. #4050 is the motivation for a bugfix release.
I also bumped version number and pinned build time dependencies so this release, which I expect will be the last in the 4.0.x series, should stay indefinitely compilable from source.
