Adds a
Scalarclass on the python bindings that contains aScalarN, and exposes it as a member ofGraphandDecomposer.Python bindings do not support generics, hence why we fix the scalar to arbitrary length parameters instead of allowing the use of
Scalar1,Scalar2, ...I suspect this won't be a bottleneck, but we can add the other bindings later if needed.
