feat: Add python definition for Scalar #30

Adds a Scalar class on the python bindings that contains a ScalarN, and exposes it as a member of Graph and Decomposer.

Python bindings do not support generics, hence why we fix the scalar to arbitrary length parameters instead of allowing the use of Scalar1, Scalar2, ...
I suspect this won't be a bottleneck, but we can add the other bindings later if needed.
