Update Codacy Badge (#2147)

Problem: Codacy Badge for HARE is not getting rendered properly.

Solution:  The link for the Codacy Badge was not proper. Once the link was rectified, the Codacy Badge now appears properly. Resolves (issue #1528)[Seagate/cortx#1528]
