Bump arduino-cli to 0.29.0

Motivation

Need to keep up with arduino-cli releases.

Change description

• Since [breaking] Removed redundant and useless commands from gRPC API arduino-cli#1891 arduino-cli instance's errors are logged directly and not returned to the caller. So the logrus level has been set to ErrorLevel and the error handling has been removed.
• Since Fix gRPC BoardList* methods concurrency issues arduino-cli#1804 arduino-cli board list command returns also a list of errors during discovery initialization. Those errors have been handled: they are merged in one and returned to the caller.
• Ran go mod tidy
