The runtime is only needed for tests. Once async-rs/async-std#647 is merged, this should allow for runtime agonstic usage, without enabling the async-std runtime.

Makes sense! In general, we only use async-std for a channel implementation, but we use a zero-capacity channel, and I think it might make sense to just hand-code the implementation here.
