See #5006 for background.

Remove the following:

  1. Source build CI/PR legs
  2. Source build prebuilts baselines file (eng/SourceBuildPrebuiltBaseline.xml)

We can do this for emsdk already since emsdk doesn't build in source-build anymore.

Fixes dotnet/source-build#5014

We can do this for emsdk already since emsdk doesn't build in source-build anymore.

* Fix missing quotation mark in CopyPython target condition
