[7.13.x][KIECLOUD-672] add pkg-update module

This module will update all the packages in the image to avoid having old packages. Related to RHELDST-15034

@lampajr another comment is if you check file branch-overrides.yaml in any of the folders, we are using jboss-kie-modules.git branch 7.13.x. So I guess you will also need PR jboss-container-images/jboss-kie-modules#557 to 7.13.x branch.
