Epic: Consistent Formatting

Phase 1: For beta2 release

• Preserve field ordering. (Retain field order after running any arbitrary functions on resources kubernetes-sigs/kustomize#4021)
• Preserve sequence node indentation.
• Disable formatting for eval and render commands.

Phase 2: Long term

• Design proposal when and how to format resources. (Design formatting rules and guidelines for kpt #2349)
• Implement the items in approved proposal.
• Related user issues (Update TS SDK to minimize diffs during no-op round trip #2404, Render is dropping single quotes around strings #2383, TS and starlark functions should be able to decide the order of fields on generated resources(sections) #2405)
