Popup box should not show until we select any action

CRM version : V1.1.3

Steps To reproduce--

1. log in as admin or user.
2. Click on Quote tab.
3. Select any quote by clicking on checkbox.
4. Click on submit button on top of table.

Actual result: If we are clicking on submit button without select any action from action dropdown then the popup is visible. Please find the below screenshot.

Expected result: Popup box should not show until we select any action from action dropdown.

Not Fixed, still i am getting the same issue.

After run php artisan vendor:publish --force
It is working fine , thank you
