We should hold off on this for a few weeks now that we have just released Prometheus 3.2.0 and #296 is not yet merged.

Once we're reasonably sure we don't need a patch release, we can bump the tools and builder before Prometheus 3.3.0.

I'd like to use 1.24 for Prometheus 3.3 as well prometheus/prometheus#16171
Given that the images are tagged, I don't see why we should block this after each release, maybe I'm missing sth.

@machine424 I think we needed #296 merged first, which changes a bunch of the underlying tools.
