blackdocto thepre-commitconfiguration. Sincepre-commithas to be installed manually and can be disabled bypre-commit uninstallor by usinggit commit -nthis is not a breaking change,but we should probably also add a section todone.contributing.rstisort -rc . && black . && mypy . && flake8whats-new.rstapi.rst
