Bring over Remix 2.9.2 logic for single fetch

Bring over the work from:

• Resource Route Single Fetch Updates remix#9349
• Dont log single fetch thrown redirect response stubs via handleError remix#9369
• Allow a nonce to be set on single fetch stream transfer inline scripts remix#9364
• Remove response stub from LoaderFunctionArgs/ActionFunctionArgs remix#9398
• Add back optional response stub for v2 remix#9399
