feat: move state commitments to apply stage

1. Purpose or design rationale of this PR

according to our mainnet metrics, apply stage spends %30 of its time stalled (ie waiting for CCC stage). If we move the commitment calculation to apply stage, we should be able to make use of a part of this %30.
