This PR is based on zowe/api-layer#3943.
The purpose is to fix the pipeline issue, it returns an error about TLS: not enabled protocol. The solution should be to use the same configuration as is define in the whole Zowe. The configuration between the Gateway and Jobs should be compatible then.
