Description

I added instructions for installing Visual Studio Build Tools 2019 directly from the command line using winget. When I tried installing it from the website https://visualstudio.microsoft.com/vs/older-downloads/, first of all you have to log in with a Microsoft account, and after doing so, at leas for me Build Tools 2019 shows as unavailable. Whereas the winget installation seems to work quickly and seamlessly.

Looks great, thanks! This has long been the messiest and least-tested part of things. Cool that it by default has all the needed components.
