Improve webstreams brand validations #47218

This pull request updates the brand validation checks in several webstream classes: compression, encoding and queue-strategies.

Due to the nature of changing the error message, I'm adding the semver-major label.

I think dropping ERR_INVALID_THIS is fine, most users won't ever encounter those errors anyway as typical JS won't try to call a getter or a method on a different class.

I suggest not to validate the error message as this is in control of V8, and make upgrading V8 more work than necessary.

I agree, but this was a recommendation from @jasnell at #46904 (comment).

This will be the 3rd pull request that implements this. Here are the pull requests that implemented similar changes in the past couple of weeks:

If you think it's still think it's not worth it, I see 2 options. Either going forward with this, or reverting the changes on the other pull request. I don't have a strong preference, and I'm happy to go with both options.
