Summary:

Adds a --experimental-websocket flag that adds a WebSocket global, as standardized by WHATWG.

Yeah, client only for now, it should be easier to implement the server if anyone wants to (ws and uws are great libraries for the server & I don't think undici is the right place for a websocket server). Performance wise, even if you might not care, I focused on correctness over performance, and there's likely still a ton of room for improvement.

I added a very basic test but I have no idea how I'd use the inspector, or if I even could. We do run tests in undici, which I hope are good enough:
