NEW : DHSTB01 magnetic field camera

For remopte shifters which are not present in Padme CR there are 2 new features which have been made available :

1. to know also the DHSTB01 and DHSTB02 currents to be filled in the start run info in ELOG , please look at the DCS/summary web page : now the info is listed there and is automatically stored in the DCS history files
2. to know the value of the correct DHSTB01 magnetic field to fill te ELOG start run entry you have to look at the webcam on http://192.168.189.76/padme/index.php which shows every ~ 2 minutes the screen in Padme CR
